If elected, what would you propose in order to change the Culture of fear within CMS as it relates to the making of policy to address this issue?
Immediate independent ombudsman. Incompetence cannot be tolerated and neither can retaliation or fear of retaliation. If an employee sees a problem, they must feel safe to report it.
Incentivize continuous improvement. Right now, most departments have little incentive to make creative improvements. The Legal Department cut costs significantly, but saw only criticism. I will advocate that if an employee has an idea that will save CMS significant money, or other operational advance, and it works, then that employee should receive a bonus, finders fee, etc.
